We are open Monday through Friday from 8:00AM to 5:00pm Pacific Standard Time. And on Saturday from 2:00pm to 4:00pm Pacific Standard Time. Our Internet Web site is open 24 hours a day; unfortunately we cannot staff our Internet department 24 hours a day. All Internet orders are processed and filled in the order they are received during our normal business hours. We respond to all email messages during normal business hours in the order that they are received.


For us to provide the fastest and best service possible for your Internet-related questions and inquiries, please contact us at 1-800-474-7827 or or fax 425-908-7935 If you wish to call us directly please keep in mind we may not have instant access to your specific questions and may require us to call you back to get the information you are requesting.


Being a member of the Internet community shouldn't mean that you lose your rights to privacy. It is Star Promotions Advertising policy that we completely honor the privacy of all of our customers and visitors. For this reason, we make the following promises:

1.We will never sell, lease, or otherwise give any of the information about any of our customers to anyone ever.

2. We may very rarely take advantage of our customer database to provide current customers with product information about balloon &searchlight products in which we feel they will be interested. We will immediately honor any request that this service be discontinued.

3. We will not accept or relay any unsolicited commercial email (spam) from any third party to our customers. Any spam received by us is reported to the abuse authority for the particular domain and if the spam persists, the offending mail server is banned from sending additional email to

4. We may share information with regulators and law enforcement officials as required by law.

5. We may share information to protect you, Star Promotions Advertising and others against fraud.

NOTE: If you believe your mail server has been erroneously banned, please contact us and we'll make every attempt to accommodate you.


We accept only the following forms of payment for all Internet orders:

1. CREDIT / DEBIT CARDS: Visa, Master Card, American Express & Discover Card.

2. CHECKS: Business, Cashiers Checks and Money Orders (PRODUCT SHIPS WHEN CHECK CLEARS BANK)

3. BANK WIRE TRANSFER: This option is available only to select customers with purchases over $1000.00


All Internet orders will be shipped via UPS . Ground Transportation or FEDX Ground Transportation. Star Promotions Advertising reserves the right to select the best carrier for our own requirements unless the customer provides explicit direction. Star Promotions Advertising will not ship via US Postal Service. Requests for expedited delivery and delivery to Alaska and Hawaii will be charged accordingly. UPS will only deliver packages to a physical address and will not deliver to any kind of PO BOX, FPO, or APO address. Credit and debit card orders will be shipped to the billing address of the credit or debit cardholder. If the order is placed with a Cashiers Check or Money Order the order will ship to the shipping address provided on the order form by the person that is placing the order. Star Promotion Advertising is not responsible for incorrect addresses provided on Money Order or Cashiers Check orders. All credit and debit card information is fully verified for proper billing and cardholder information prior to shipping for security purposes.


All Internet orders shipped inside the Contiguous United States of America (the 48 states) will be shipped via our choice of carriers. All orders will be emailed a total order quote with standard shipping charges depending on package destination. If you do not receive the email within 1 business day of placing your order please contact us. If any portion of your order is back ordered, the back ordered parts would be shipped with no additional shipping charge when they become available.


Star Promotion Advertising will not ship Internet orders to anywhere Outside the UNITED STATES


Unfortunately due to the large volume of emails we get regarding orders placed a day or two prior, we must now enforce a waiting period on status checks. We believe this will allow us to serve our customers better by giving our Internet staff more time to spend on order processing, checking into orders that are actually late, and updating the web site. So we ask you to wait 5 full business days before contacting us regarding your order. If you are in a rush for the order you must contact us BEFORE placing the order to make sure we have the parts in stock. If there are any problems with the order we will contact you. If you do not receive a reply to your order within 1 business day then your order did not make it through our system and you need to contact us. Our tracking system automatically emails out tracking numbers for 95% of all orders within 24-48 hours of the order leaving our warehouse.

ORDER CANCELLATION (order that has not shipped yet)

If a customer wishes to cancel an order (provided it is not a special order or custom order product), it is the responsibility of the customer to cancel the order prior to the order being manufactured, assembled, built or shipped. If a customer cancels an order after the product has been shipped, manufactured or assembled (if special order), the customer is subject to our RETURNING OF ORDER policies. If the order has not shipped, been manufactured or assembled a 100% refund less a $20 processing fee will apply. Deposits are non Refundable. See SPECIAL ORDERS section below for more information on special orders.


It is the sole responsibility of the customer to verify that the parts purchased are the correct parts for your application prior to the installation of the parts. Please make sure you are ordering the proper parts that fit your application. If you have any questions about your order, or if the description provided about the products is unclear, please contact us before placing your Internet order.

Star Promotion Advertising will accept eligible returns within 10 days of receipt as long as the part has not been installed and is returned with product and packaging in new condition. Used, installed, electrically operated, non-stocking, or special order parts are not eligible for return to stock. All returns to stock not resulting from an error on the part of Star Promotions Advertising are subject to a standard 30% restocking fee. Shipping charges on all returned products (including warranty claims) are non-refundable.

Likewise, it is the responsibility of the customer to ensure that the products shipped to them are the products that were ordered prior to installing the product or damaging the packaging. If we ship you a package in error, please contact us within 24 hours (or next business day) of receiving your package to arrange for a pickup and re-shipment of the correct parts with no charge for shipping.

It is the sole responsibility of the customer to contact Star Promotions Advertising within 5 business days of delivery date to report missing parts or incomplete shipments. No claims of any kind for product shortage will be honored if filed more than 5 days after the delivery date.


Refused shipments (without prior approval) are automatically subject to a 30% restocking fee plus return shipping charges. Orders that are undeliverable and re-shipped to the customer are subject to shipping charges (at normal shipping rates) and/or a restocking fee of 30%


All products are shipped using carrier-approved packing materials and methods. Any visible or hidden damage to the package you receive should be brought to the attention of the delivery person or to the carrier immediately by calling their customer service number for claims. If the driver is still present obtain his or her name and have him or her sign off the package as damaged. Please file claim with the carrier the same day you receive the package from the carrier. All claims for damaged merchandise must be made with the shipping carrier and not Star Promotions Advertising. Please keep all shipping cartons and packing materials that you received with the damaged goods so the carrier can inspect the package based on your claims. Please keep in mind that Star Promotions Advertising cannot initiate any claims with the carrier. The customer that received the package must make the initial claim. The reason for this is because the carrier will want to inspect the package based on your claims. Calling Star Promotions Advertising to initiate your claim will only serve to delay the claim process because we have no access to your damaged goods or the delivery driver information. If you need help with the carrier after you have made the initial claim with them please call us at 425-908-7934 for assistance. Star Promotions Advertising is not responsible for any package damage claim made by the customer if not filed with the carrier within 24 hours of (or next business day after) delivery. It is the responsibility of the customer and not Star Promotions Advertising to keep all paperwork related with the claim filed by the customer.

PRODUCT RETURNS (order that has shipped)

To return a product for restocking or warranty claim, email or call us for an RGA number. The RGA number does not guarantee a replacement or refund of any kind, but only that we will accept the return shipment and will inspect it for restocking or warranty claim. Shipments received that are not recognized as a vendor shipment and that do not have an RGA number clearly printed on the outside are refused at the dock-no questions asked. Product returned by the customer remains the property and responsibility of the customer until it is safely received by us and the customer can document its receipt. Therefore, Star Promotions Advertising recommends that the customer pay for both full insurance and tracking on all returns.

Star Promotions Advertising reserves the right to have the customer ship their warranty claim directly to the manufacturer. A refund, exchange, credit or core charge refund will not be considered until all related items, hardware, and accessories have been returned to Star Promotions Advertising and your claims have been fully inspected by our staff or the manufacturer. Acceptance of product for restocking may take up to 10 business days from the receipt of product. Acceptance of warranty claims may take up to 30 business days from the receipt of product. Original shipping, handling, customs or duty fees are non-refundable. A photocopy of the customer's sales invoice, a written explanation of the problem, and a contact phone number, must accompany all authorized returns.


All approved refunds will be paid either by company check, credit card or account credit. Allow up to 45 business days of refund approval for payment.


All special order items will be charged in full at time of order. All special order items will be processed in the most efficient and timely manner possible. All Inflatable’s are Special orders. Star Promotions Advertising cannot and will not be held responsible for delays beyond their control. No cancellations, refunds, exchanges or credits will be honored for any special order or custom-built items. It is the customer's responsibility at the time of ordering a special order to obtain an estimated time of arrival. The approximate time of arrival is just that - APPROXIMATE. Star Promotions Advertising will not be held responsible for specific ship-to or receiving dates of your special order. Refusal of a special order shipment does not constitute right to a refund of any kind whatsoever.


All merchandise distributed by Star Promotions Advertising is subject to the manufacturers' warranties only (if any). Star Promotions Advertising MAKES NO INDEPENDENT WARRANTY OF ANY PRODUCTS SOLD ON Star Promotions Advertising, INCLUDING THE WARRANTY OF FITNESS FOR A PARTICULAR PURPOSE OR OF MERCHANTABILITY. Star Promotions Advertising makes every effort to carry only the highest quality products. Some balloons or searchlight equipment, special order, or custom-made parts are sold by the manufacturer "as is" without any type of warranty, expressed, written, implied, or assumed. It is the responsibility of the customer and not Star Promotions Advertising to verify product warranty (if any) information. No labor inconvenience or damage charges are included in any guarantee or warranty claims. We will gladly assist you in handling warranty claims, but reserve the right to require you to deal with the manufacturer directly. Be aware that many manufacturers' warranties cover only the repair and not the replacement of a defective item at the sole discretion of the manufacturer of the product. Shipping charges to and from the manufacturer for most warranty claims are often non-refundable. Some warranty claims for sophisticated electronic devices can take upwards of 4 to 12 weeks or more to be processed by the manufacturer. It is the sole responsibility of the customer, and not Star Promotions Advertising to retain any sales invoices to assist in processing warranty claims.

In no event shall Star Promotions Advertising be liable to customer, whether as a result of breach of contract, warranty, tort or failure of a product or remedy to accomplish its purpose, for special, incidental or consequential damages (including but not limited to, personal injuries, loss of profits or revenue, loss of use of the product, loss of money or fines for violation of traffic laws, manufacturers warranties or sanctioning body specifications, improper installation of products, damage to associated equipment or automobiles, down time of plant or equipment, cost of substitute equipment or products, or claims of customers or others for such damages).


Star Promotions Advertising does not guarantee the legality of any products we sell. Some equipment sold by Star Promotions Advertising may void the warranty (if any) of the room on which you are installing the equipment. It is the customer's responsibility to check with local, state, federal laws, and manufacturers, as well as city sanctioning bodies before ordering any products from Star Promotions Advertising.

Likewise, Star Promotions Advertising does not guarantee the appropriateness of any product for any application or purpose. All product purchases from the Star Promotions Advertising are done at the customer's own risk. The customer accepts full responsibility for selecting any product for any application or purpose, regardless of the fitment guidance provided in the Star Promotions Advertising I website or from verbal or written guidance provided by Star Promotions Advertising employees or associates.


Star Promotions Advertising strongly recommends that a trained professional install all parts purchased from the store. Improper installation of any part may void the vehicle warranty, damage the vehicle, and/or cause injury or death.



Star Promotions Advertising reserves the right to refuse sales or service to anyone, at anytime, for any reason without explanation if we feel this is in the best interest of Star Promotions Advertising as a company and its customer base as a whole.


The placing of an order and the shipping of the products requested constitute a contract under law. This contract shall be construed and enforced in accordance with the laws of the state of Washington. The courts of Snohomish County, Washington shall be the venue for any action or proceeding with respect to the operation or construction of this contract.


This contract, consists of the completed web page order as it would appear when printed, any facsimile pages exchanged by the parties and any written pages or e-mails exchanged by the parties properly identified to the order. As so constituted, this contract contains all of the terms agreed upon by the parties with respect to the subject matter hereof. This contract supersedes all prior written or oral agreements, representations, and warranties of the parties as to the subject matter hereof.
